Abstract:

Equity from Policy to Planning to Project:
How to apply district policy to an equity-based planning process. Many school districts across the country have implemented equity-centered policies that aim to close achievement gaps, guide decision-makers towards more equitable decisions, and ensure those who have been marginalized are centered in the decision-making. Facilities planning plays a vital role in advancing district equity-centered policies. Join this pre-conference workshop to learn more about equity-based facilities planning and how to translate policy to planning to projects. This will be an interactive, true learning experience for attendees that will reinforce concepts and demonstrate success and lessons learned in each of the 3 sessions.

  • 9:15 am – Part 1 (1 hour): Equity-centered Policies. Dr. Grandson will focus on equity policy development in schools as a precursor to planning efforts. He will share his experience developing the Opportunity and Achievement Gaps Policy and Racial Equity Planning Tool at Boston Public Schools. Part of this discussion will include how to proceed with planning efforts when there is not a specific policy in place.
  • 10:30 am – Part 2 (1 hour): Translating Equity-centered Policy into Equity Planning. This session focuses on engagement best practices and how to translate “what is heard” from underserved communities, students, and educators into planning criteria and tool development. This will be very interactive, and participants will practice how to translate what a community says into planning and design criteria for consistent high-quality schools as defined by the district with the community. They will also see how tools can be developed that demonstrate who is impacted by planning choices, providing transparency for difficult decisions and inviting the community into that decision making process.
  • 1:00 pm – Part 3 (1 hour): Implementing an Equitable Plan. Participants will also look at how the plan gets implemented and how engagement and goals can differ for a specific long-range plan vs. built project, using Dr. French’s experience in Austin ISD and DLR Group’s experience in Pawtucket. The same tools shared in Part 2 will be demonstrated, as will additional engagement exercises for projects. Interactive activities will show how they can be used for continued transparency in implementation decision-making.

Learning Objectives:

  1. Compare engagement strategies that can be used at different scales in a planning/design project or process.
  2. Identify the impact on planning and design of equitable outreach in alignment and in collaboration with client goals.
  3. Explore strategies for centering the experiences, voices and needs of those who have been historically underserved in decision-making.
  4. Apply direct community feedback and input to planning decisions.

Founder and CEO of Global Ecosystem Leadership (GEL)

Dr. Charles Grandson is the Founder and CEO of Global Ecosystem Leadership (GEL), a midsize management, strategy, and racial equity think tank. Previously he served as the Boston Public Schools (BPS) Superintendent’s representative in monitoring strategic plan implementation and designee for the implementation of the Opportunity & Achievement Gaps policy in supporting the work of the Office of Opportunity Gaps, Office of Equity, Office of Strategy & Innovation, and the Office of Retention, Cultivation & Diversity. Having previously served as BPS Chief Academic Officer and before that, Deputy Chief Operating Officer, Dr. Grandson leveraged his experiences across academics and operations to support the superintendent in the development and execution of the district-wide strategic plan with equity at the center of all district initiatives and operations.

Director of Planning for Austin ISD

Raechel is the Director of Planning for Austin ISD. Prior to joining Austin ISD, she worked as a K-12 planner and research leader in the architecture industry for nearly a decade. Raechel holds a double degree in Environmental Design and Psychology from Texas A&M University and a Masters of Science in Human-Environment Relations from Cornell University. Following a Fulbright Postgraduate Scholarship, she completed her PhD through the University of Melbourne's Graduate School of Education, focused on better supporting teachers and principals in their transition to more innovative learning environments.

In her current role, Raechel is helping lead the planning and design implementation for Austin ISD's $2.44 billion bond program and the implementation of their 2022 Long-range Plan, completed following the Equity by Design process. She interfaces with all design teams ensuring spaces function equitably from a practical and academic perspective and serves as the mediator between the district's departments of Teaching, Learning, and Leading and Construction Management.

Korey is driven by her desire to create more equitable and inclusive communities, bringing open-mindedness and a systems view to her role as an architect and urban planner. She applies her dual master’s degrees in architecture and urban and regional planning to an interdisciplinary approach that creates impactful outcomes for her clients and the community. Korey leads planning at DLR Group as a planning discipline leader and K-12 national planning leader. She recently graduated with a Master of Business Administration from the University of Illinois at Urbana-Champaign, where she was selected as a Forté Fellow and focused on entrepreneurship and strategic innovation and global challenges in business.

Korey is recognized for her leadership within the profession through her service on the AIA National Board of Directors and co-chairs the Equity and the Future of Architecture Committee.

Jana has served as an architect/designer for over 30 years and as sustainability leader in architectural firms for the past 25 years to help transform projects and practice to meet Architecture 2030 and beyond. Her projects have achieved LEED Platinum, electrification and NZC/NZE-Ready goals while maintaining budgets. At DLR Group, she is currently a member of their Climate + Environment Forum, representing the Northeast Region, K12 Practice sector and serving as part of the core leadership team. She has also authored articles, whitepapers, and presentations on sustainability, and served as Vice Chair, Chair, Chair Emeritus on the Executive Committee of Built Environment Plus (formerly USGBC Massachusetts Chapter) Board of Directors from 2018-2023.

Jana’s most recent projects have been planning studies for the US Virgin Islands Department of Education, Puerto Rico Department of Education, Norwalk Public Schools, City of Boston/Boston Public Schools and the City of Cambridge/Cambridge Public Schools to help those districts reach their equity and carbon goals through community engagement, linking assessment data to community priorities, the development of decision-making tools, education specifications, design standards, and long-range planning scenarios.
